There have been several. They're not hard to set up at all, and not that expensive either.
But you need strong moderators, and a dedicated group of core posters. Without that, your site will fold.

Yeshiva world has the coffee room, which is reasonably well moderated.
Frankly, nowadays your kids are not safe on the internet. One bad joke quoted by a journalist can ruin their life forever. Be sure you have a handle on what they are posting and where.
