What is going rate to buy an apartment in Ramat Eshkol? I was wondering what is the rate rate per meter on a low floor.

Look at yad2. But I am 100% sure you wont find anything under 2m shekels.

The best magazine to check would be the Pirsumit, maybe they have an online version you can look at? Either way, Shabbat is right, between 2 - 3.5 million shekels is your range.
