Each European country has complete control over its own entry regulations and they may change at any point on very short notice. UK is also not considered a safe region in my country. I'm not sure if it would be better or worse to come directly from the US. In your place I'd try the web page of the US embassy in France or French embassy in the US. |
US travellers are currently banned from entering most countries in Europe so there's no option of travelling directly.

I live in Antwerp, I know that there were Americans coming into Belgium by flying to England, from there taking a car to France, and then Antwerp. You would be best of calling local car services.
