I just finished listening to R' Yakov Horowitz - the first 15 minutes is a really powerful intro and the rest is actual leining of Eicha:

Rabbi Yakov Horowitz will be conducting a Tisha B'av Eicha reading exclusively for people who cannot get to Shul.

It will begin on Motzoei Shabbos at 10:30 p.m. Eastern time with approximately 15 minutes of Torah thoughts on Tisha B'av-related topics, followed by the reading of Eicha.
