I had something like this: https://www.amazon.com/gp/prod.....79a21
that finally followed through on its threat to pull the hook off the wall. Had a good long run.
I have very little space in my closet and drawers. Do I just need a stronger hook? My landlord doesn’t like when we make holes in the walls.

You can ask your landlord to install a hook by using a stud finder, where it will never pull out. You can also promise to fully spackle and repaint the hole if you move out. Most landlords are totally OK with that.
Landlords do get really nervous if you just put holes in all over the place, and leave them there when you move. It's a lot of prep work when it comes time to repaint. If he sees that you want to be responsible and respectful, he could feel very differently about it.

Look up “hanging shoe organizer” on amazon- the ones with shelves, not pockets.
Sort your scarves by weight, type or color;
Fold in neat piles in separate compartments.

I use a hanger like this as well. It's not a hook, it's on my clothes rack.

What about hanging it over the door or closet door?
Either the hanger directly or get a hook that’s made to fit over the door and put the hanger on that

Thanks for the ideas. I think I’m first going to try a hook over the closet door and go from there.

How many scarves do you have? You can hook a dozen or more shower curtain rings on the horizontal bar of a coat hanger.

Thanks for the idea! I have a lot of scarves. I might do that in order to reduce the load on the one that fell.

Command hooks work well when you can't put holes in the wall.

I use a hamper from dollar tree and let the ends of each scarf peek through the holes. Then I just pull the one I want out of that hole. But you can also use something like this that you can hang or not hang. You can use command hooks to hold it up
