I heard some of the seminarys will be starting after yom tov, should we make alternative plans? Does not seem likely they will actually open.

Most seminaries with begin before Yom tov.
They are working very hard to comply with ministry of health guidelines while still providing a great program.

Has anyone who is sending to a seminary that is starting after yt heard anything from them today in light of recent developments? Do they still plan on opening and really think the girls will be allowed in?

There won't be any visa processing during the lockdown, so it could be that openings will be delayed by a week or two until girls can get their visas.

I heard from the head of one of those seminaries that they are still hoping to open as planned. They be in touch with the parents as soon as there is anything to know. At this stage the lockdown is planned to finish after the chagim.
