What's doing with enhanced unemployment benefits?

Sorry for being so so clueless about how these things work, but can anyone explain in simple terms what's doing with the enhanced benefits?

Can the Democrats and Republins just fight forever about it? There's no deadline? Why can't they just take a vote on the amounts?

What does it mean that Trump issued an order to continue it at $400? How does that work? Does it mean it will for sure happen and when? Or does it have to also get voted on? And if it does it happen I read somewhere it's till dec 6 or a certain amount of money is used up so can just be a few weeks...is that true?

And what's with the second stimulus check.... I didn't see that Trump mentioned it. Will it really end up happening?

Just getting so fustrated that their taking their time on this when we could really use the money.... if they can't make up their minds why not just extend the beinifits till they do? (Plus maybe that would give them an incentive to hurry up and figure it out)
