I'd like to send a card and flowers. I wanna wish something more than plain mazel tov. Any ideas what I could write? Thank you

I don't know that there is an actual bracha like on a rainbow, as they would say a shechianu, but I don't think you would.
That their new home should be filled with joy. (Mazel, Bracha, nachas from children/grandc....)
That they should enjoy their new home in good health.
That their new home should be a wonderful structure for their bayit Neeman b'yisrael.
It may depend on their age and station in life.
Just think from your heart what you should wish them.

In this context I would wish someone a Yishuv Tov.
I don't know if that would be used out of Israel, but I don't see why not.

I'd just bless them with whatever they need and happiness in their new home. If they do chanukas habayis (we did for our first then our second the rav sais, ayn hara magnet) you may have a golden occasion!
