We've gone the past few years chol hamoed sukkos, there were always enough men for a minyan but there was never an official minyan formed. Everyone is on their own schedule and there's no where really to spread out for a minyan. I'm still debating about going this year because of the situation. I don't think my kids can be in a mask all day.

I think it’s masks in lobby, but in water park you don’t need a mask

Only in the water park you don't need a mask. But we spend a lot of time at the arcades, bowling, in the lobby for kids activities... I think it would be too stressful for me to keep on top of the kids masks all the time and I'm not so excited about wearing a mask for so many hours either.
Don't count on Minyan though because there's no space really there to spread out to daven. There's usually a Minyan in nearby Kalahari, men go there.

Why do the men go to Kalahari? Do they have separate hours there? Or is there something else there for them to do, or is it just less pritzut?

Men go to Kalahari just to daven because there's usually set Minyan there on chol hamoed.
There's no separate hours at either place.
