Hi. SEIT here.
To test if the problem is phonics, have child read "nonsense" words:
gat rit dun zack med lop
Tell child that these are fake words and ask child to sound them out.
You should read a few fake words to demonstrate.
If the child cannot sound out fake words than the child is reading by "sight" I.e. memorization
and cannot really read.
Also, if the child has comprehension when you read to child, but not when child reads
that is also a sign of inadequate phonics skills.

OP can you ask your child's principal for a recommendation? If you live within East Ramapo School district they provide a free evaluation like the one you are asking for.

I asked and he was flummoxed. East ramapo will give a full educational evaluation?

Yes they do. I know in YSV they do it in school, as they already have east ramapo school psychologists (who coordinate the testing). But any child can receive this service. First you need to go to the main building on S. Madison and register your child, then request an evaluation
