Possibly, if it's really well cooked.

Run your finger across it, and then rub your fingers together. If it feels slimy or sticky, put it out for the stray cats. If you have a compost bin, it will create amazing fertilizer.

I wouldn't. Too risky. 11 hours is way too long. Especially if it was raw. No matter how much it cost, unfortunately it shouldn't be eaten. And I'm one who usually pushes the limit a bit on these kinds of things.

(I mentioned cost because for me that would make the decision harder...)

Was it exposed to the flies? Or was it wrapped? Either way, I'd probably toss it. But your odds are a bit better if it was at least wrapped.

Call the USDA. Please don't do it till you get an IRL answer.

It carries a risk of potentially serious food poisoning. Not at a 100% but the risk is definitely there.

When I am faced with similar mishaps, I always ask myself if I'm willing to suffer severe tummy upset and maybe even a hospital stay, c"v, for saving the amount it cost.
Or, put differently, if someone came around and offered me 100 shekels for eating a piece of rotten fish/meat/whatever, would I do it? The answer usually is, no!

It was wrapped. I know what usda will say. There is no way they will say it's kosher. Once I realized I put in freezer for more than an hour an than in fridge.

If it wasn't cool to the touch after sitting out you must throw it out. It's fish.

I have had BAD food poisoning twice from raw fish. Don’t risk it. Toss the fish! Food poisoning from bad fish is beyond horrible!!

Putting in the freezer or fridge after it already sat out is not going to help anything. Sounds like a really bad idea to eat it but it doesn't affect my life if you do so go right ahead!

I was in a conference call with a friend who I called the USDA for re an open freezer. They were great. More meikel than I thought. But for poultry, not fish. They do seem to know what they're talking about.
