if kid will turn 13 after YK but before the end of sukkot, what is his bar mitzvah parsha and when are the "festivities" typically held? do kids ever have bar mitzvahs on simchat torah and read zot habracha? or is it pushed off until the next regular shabbat for bereshit?

Do what works for you and your kid. It'll also depend on how yt falls that year. If he's a shyer kid he may be happier with a chol hamoed morning.

Ive seen a chol hamoed bar mitzvah. He davened and leined, and a big sukkah seuda. If he has a nice voice and could carry a tune, have him do Hallel.
