You can only blame people who went to unmasked simchos while they actually had covid.
Everyone else isn't to blame. They didnt spread the virus.
Me, for instance. I was at my nephew's wedding 3 weeks ago. Some people at that simcha came down with covid. all of them are first-time infections. I certainly did not cause those infections.

I am dubious that they were approved since allowing for <6ft is clearly in violation of their own requirements.
And if NYSED approved them against their own requirements, then it does need to be corrected and they are partially to blame. |
They 100 percent were approved. I know this for a fact.

Well approving <6 ft was a mistake on their part and they are partly to blame for needing to correct it now
