does anyone know the protocol if I'm flying back to Israel from New york. Do I need a covid test?I've been told I might need a permit,what does that mean?

If you're not a citizen forget it. My friends' relatives try and try. The consulate let my mom go and her dad passed like 3 days after

As a non citizen you need a special ishur to be allowed into the country.
If you are a citizen you can come but have to quarantine for 14 days.

Just to clarify, non-citizens also have to quarantine.

We are in a lock down now. Good luck getting the right ishurim if you are not a citizen.
But other than that, you will need to quarantine BY YOURSELF for 14 days.

She says "fly back", as though she actually lives here and can prove it, she just went in for the chagim. I'm sure they won't keep her from going home if she can prove residency, no?

Why don't you ask the airline with whom you are flying?

A permanent resident can return, if she has proof of permanent residence. (Not sure what that is, a lease?) She still needs to quarantine, of course.

Not necessarily. It depends why she is a permanent resident. They are not giving ishurim to all permanent residents- its a case by case basis.
