Is it normal for teenagers to have a lot of stretch marks? On belly, legs, etc.

If they've been at very different sizes it can happen. If it was me it would definitely effect my confidence. If they don't notice/mention it, then you don't either, but it if it bothers them get them some Palmers or Bio Oil.

I mean ppl can get stretch marks if they gain a lot of weight in a short amount of time ... don't know the circumstances here though.
No clue if it's normal but I will tell you this: I had them for years, I think - little ones - and I never knew what they were or why I had them till I got lots and LOTS more when I was pregnant. Then things sort of fell into place. I still have no idea why I had them then, but I don't think about it much. Certainly didn't affect me one way or another. Sorry I can't tell you more

My daughter got them when she grew quickly- like a catch up growth spurt. I never had them but she was small for her age until she had help to grow so I guess it was condensed.

DD has very fine stretch marks, especially on her thighs. She's not at all overweight, but she's never been a "string bean" kid, either. She's totally fine with it, she knows it's from a growth spurt and that it's just part of life.
If you act normal about it, your DD will too.
