Can't hold target heart rate but in great shape

Try as I might I can't hold my target heart rate (I reach it 1-5 times during my workout for ten-20 seconds), although I am very fit, in great shape and losing weight. Is this problematic?

How do you know? Unless you’re hooked up to a stress test I’m not sure most consumer stuff is that accurate...
