I’m looking to buy a high back booster seat and don’t want to spend extra on getting it with a latch system included. Then I saw this strap that keeps your booster always attached with latch so it doesn’t fly around when my child isn’t there.
I like the idea but I’m wondering if there’s a safety issue? Do you know if this is safe to use for securing the booster to the car, in addition to the seat belt?

This hasn't been tested with any specific booster you own. Many combination boosters (ff car seats that convert to high back boosters) do allow for the booster to be attached via latch even in booster mode.
