Telling you that he can't find his tax ID number is nonsense at best, a red flag for fraud at worst. The IRS website has instructions for finding your tax ID number. Do it for him and order the phone. Get him some billing software, while you're at it.

Tax ID for his company IS needed if he's running a nonprofit. You need to provide it at the time of purchase in order to receive tax exemption.

If it’s a nonprofit he might be looking for the ID card you present at point of sale. Honestly it sounds like he’s a bit scattered.
OP, from what you describe, I don’t think he wants to fire you. I think the problem is organization and focus. You might be holding down the fort more than you know.
