I'm afraid to buy a swing that is so close to the floor - toddler is going to have way too much fun with the baby.
what do people do?

They are low hanging to make them more stable. If they were higher, there would be a much greater risk of them tipping over.

You're not meant to leave your baby in it unsupervised anyway, so you can supervise the toddler at the same time!
