His plans got canceled:(. He needs a hotel or a place until Monday the 28th. We are willing to pay for hotel but can’t pay too much.

Try Jerusalem Castle Hotel in Shaarei Chessed. Clean, central and quite reasonable. I have stayed there.

Many of the larger hotels chain (Dan Panorama, Crowne Plaza, etc.) have been transformed into corona hotels.

Try some of the smaller places.

You'll have to just call around or try www.agoda.com, hotels.com, etc. and see what is available.

I don't think any hotels are open out of the 'green islands'. Try looking for an Airbnb. Maybe he has friends who could help him find an empty apartment?

That's what I thought, but over Hanukkah my friend and her DH went to a hotel (from the Isrotel chain, so not some shady establishment) that was not in the Dead Sea/Eilat area, so I assumed some were open.

If he gets stuck, I would call Heritage House and ask for advice about where to go. The people there are kind and helpful. (I believe they're closed right now too.)

Does he have friends there? there are tons of bochrim dirahs that he can probably find a bed in. Also there are loads of vacation rentals available as there are very few people from abroad.
