Can you do this for multiple short you tube videos? It says only up to an hour. Do you download to mp3 or mp4? Whats the difference?

MP4 is video, MP3 is sound only.
It says up to 1 hour but I've downloaded longer than that.
If you want to download playlists this site can do up to 20 at once:

Do I put the link in for the specific YouTube video where it says url? Whats the play list start 1 and play list end 20 at the bottom?
