What family relations are avelim?
My brother-in-law’s uncle died. Do I say hamakom yenachem to him?

Technically, only a parent, child, sibling or spouse is an avel. But there's nothing wrong with wishing comfort to other relatives. I wouldn't use the pasuk as it feels odd, but there is no halacha against it.

Tell him I'm so sorry for your loss, without the pasuk.
Hamakom is said to those sitting Shiva, R"L, parent, child, sibling.
