Double cleanse, toner (water-like), serums and oils, an opaque thick cream on top - every night.

I was super shiny not from oil but from destroying my skin barrier. I switched to Cetaphil soup in the pump and now I am golden.

This seems to be my issue too. I switched to cetaphil face wash but dont see a repair in my skin quality.

I need specific names of products. I also have super sensitive rosacea/ acne like skin

Also, Cetaphil isn’t the greatest brand. Cerave is a lot more recommended for face wash and moisturizer.

I used to exfoliate and overwash and dried out my skin completely.

That’s a pretty decent start! Keep those in your routine.
You need a boost, though. And a SUNSCREEN HELLO!!!!
I would recommend hyaluronic acid serum and niacinamide serum.
HA- is a humectant that draws in moisture from its environment and keeps it in. The silicone in your moisturizer should work well with that.
Niacinamide is anti inflammatory that will help with redness and acne flare ups.

As for the actual routine, stay away from exfoliating. And only cleanse once a day, preferably at night. Throughout the day, your skin is in contact with irritants that are hanging out in the air, so you need to wash them away. Wash with lukewarm water. Then apply your serums. And then your moisturizer.
In the morning, wash with lukewarm water and no cleanser. And apply a sunscreen. Look for one where the active ingredient is either zinc or titanium dioxide. No other active ingredients should be listed.
