Last winter I once walked 13th ave in BP toward the end of the season and got some really good stuff for my kids. When do they start doing it again? There were a lot of stuff outside on the sidewalk as well.

It is basically over by now. They might have some leftovers but picked out .The sales started a month ago by now they are busy with new arrivals.

After Chanukah is the best time. If you go now you might still find but they're already getting in next seasons stuff

It was definitely Purim time last year. Got for really cheap. I realize it’s not the best selection but I did get great prices.

Are there stores that do last year's summer stuff on sale right now, before they start selling new summer stuff?

Lulu in wmsbg does last year summer on sale before new arrivals. Same with Solid shoes in Wmsbg.
Simi's of London also did like 2-3 weeks ago last year summer. Got some stuff for really cheap.
