Refilling pantry staples

What do people do when they need to refill the flour/sugar etc in their containers?
Do you wait until it's totally empty and then refill? Or do you refill when it's starting to get low?

Pour out onto plate. Fill with new stock. Add leftover stock to top of container so it gets poured and used first.

In general I empty out the container, wash it, and refill. If there's just a tiny bit left, I'll decant that into another small container. The problem with mixing new and old--even if you put the old on top-- is that insects may have laid eggs in the old stock, which will then infest the new stock. Decanting to another container and washing out the old container prevents this from happening.
