One time could use without toiveling.
Give it to your man to take to a shul mikva if hardware store won't be open.

AFAIK there's no source for using a keili once without toiveling.

I'm sorry OP, that must be really frustrating.
(Who has only ONE knife for Pesach? Minimalism is cool and all, but that's taking it too far, IMHO. )
I hope you can find a good solution. Maybe one of your neighbors has an extra knife you can use for now.

This. I believe it's a misconception. I think this misconception developed from the fact that if you used a keili without toiveling once, it's ok b'dieved. But to use it knowingly is not acceptable.

Maybe you can do what we did last year when all the mikvas were closed. Put it on the curb outside your house and announce that whoever wants it can take it, it’s not yours anymore. Leave it there for a couple of minutes and then take it back. Then you can use it because it’s “not yours”.
That’s what our Rabbi told us to do but definitely consult your Rabbi as the situation may be different...

I believe if it is made to be disposable and it will be a one time use it doesn’t need tvilla. If it is meant to be used many times, one cannot even use it once before toiveling. I suggest ask your rabbi.
