This guy is dangerous and potentially violent. She needs to speak to a professional who deals with psychology of people like this. There’s also the book The Gift of Fear that might help

That is not accurate.
Additionally, I would assume that she doesn’t really care if she deeply insults him.
However, it’s not really possible to petition for (and serve him with) a restraining order if she doesn’t know his name and who he is.

I wanted to take out a restraining order on a violent neighbor and this is what the cops told me.
Duh obviously she doesn’t care if she insults him. You misunderstood. The idea is that he will interpret a RO as a provocation and there’s a risk he will escalate his behaviors- a RO is not a cure-all.

One of my absolute favorite books!
OP, contact this security firm, and see if they have an operative in your friend's area. It will cost money, but it will be worth every penny. They are the BEST at ending situations like this.
