Construction in the area and water has dirt in it.
Already tried washing load again with bleach and different whitening detergents.
Can a dry cleaners help with this?
(It’s mostly my husbands white shirts & underwear)

Use a rust remover like White Brite. Hopefully the bleach didn't effect the rust removal process. Follow instructions and start with the undershirts. If it's success, continue with the dress shirts.

Maybe start with the underwear.
