How much of a raise can I ask for?

I do think you should ask for a raise, but I wouldn't request a huge one if you got that two years ago. The standard cost of living increase is 3%, although that is somewhat obsolete nowadays. Since you didn't get one last year, I would try to get another $5,000. Hopefully your boss recognizes your efforts and will agree.

They usually would be okay with giving a raise after 2 years anyways.
I don't think they would say no, they would definitely try to negotiate.

It's very normal to get a raise every 2 years.

Instead of "asking for a raise" ask to renegotiate salary.
Set up a meeting and come prepared with a list of what you have done for the company and how you have improved their value. Explain how when you started your responsibilities were less and how much more you do now- making you more valuable and deserving of a higher salary.
If you have access to pple in a similar position at another company making 15k- show the data.
