Um, really? I've taught sixth and seventh graders, and raised three very lovely eleven year olds. This is an extremely chaotic age with tons of hormonal upheaval and rapid brain and physical development...no, eleven year olds cannot always "control themselves," despite knowing what is right, and certainly not as much as mature adults. Your daughter is very normal. Middle school years are challenging for a child. Keep gently correcting her misbehavior, but more importantly, make a lot of time to hear about her day, connect with her, spend fun time with her, and build up her self image.
