You need a special license to drive passengers. Most females who drive people don't have this, and will not advertise their services. It's more word of mouth.
I know someone who does deliveries, and was threatened by a (frum) person that if she takes passengers he will snitch on her. I've also heard of someone who pretends to need services and tells on people this way.
So it's hard to find female drivers.
