Public speaking will teach how to organize your words and give them over. It will not increase language capacity. The way to do that is by exposure to language.

not looking to do public speaking...just want ideas to improve my current language I feel like my vocabulary isnt enough advanced for my age and sometimes when im speaking to others I have a hard time expressing myself-getting the correct words out etc...

Maybe keep a journal? Waiting (as opposed to speaking) gives you the time and leeway to find the best words to use.
