Take a grey baseball cap, paint on eyes. Make the visor be the "mouth" and draw a little line on either side of the cap, as if the smile is extending from the visor.
Get a velvet grey top and skirt.
If you live in or near BP, Elzee on 43/44 and 13th has velvet tops and skirts for $5.
Make a tail from cardboard, spray paint it silvery grey, and attach it to the back of the skirt, by the knees.
