According to Google it means Noble.
Some people say it's from Esther but according to the sefer of names it is not. It is most likely a Jewishized version of the English/German Ethel. It's a sweet name.

The only known source is a yiddish version of Ethel and possibly a version of Esther, but no proof for that. That’s truly the best you’re going to get there’s nothing else.
For me the source is my ancestor named Ettel. That’s it. I named after her.
