Ask your local kashrut organization. As I far as I know in my community it is not considered checkable because of the intensity of bug infestation, and we may not eat it. (Thus the $$$$ prechecked frozen bags.)

1. Wash florets thoroughly under a strong stream of water.
2. Agitate florets in a white bowl.
3. Examine the water to see that it is insect-free.**
4. If it is insect-free you may use the vegetable.
5. If insects are found, you may re-do this procedure up to three times in total. If there are still any insects, the whole batch must be discarded.

I break into florets, soak in water and vinegar, and search the water and florets for bugs. I find it tends to be very either/or. Either it's totally infested and it goes straight into the compost, or it's perfectly clean and I don't find a thing. Interestingly I usually have better luck with organic cauliflower than regular supermarket commercial cauliflower.
