Smell first. If it smells stale, your kneidlach will taste stale, too. Then check VERY CAREFULLY for bugs. If it smells ok and isn't infested, you're good to go. As long as it stays dry, matzah is safe to eat for years and years, though the flavor will eventually suffer.
