You can only join the minyan there if you book through the one's that organize the shabbosim there.

I was last there years ago . but I don't think if someone doesnt get hold of his number will be kicked out of the minyan.

They make it very clear that you need to book through them to be able to daven with them. Every hotel program has this policy.
