I want to fix the neckline on some of my DD’s tops...
I know sewing is not allowed in the nine days. Is it allowed today?

In nine days you can mend but not finish a dress you are sewing.
Fixing neckline is for tznius so I think that would be in a different category

The only restriction that many keep from the 9 days on 17 tammuz is pleasurable washing.

I don't think mending is the same as sewing. It's not craft. If you rip your pants, and you need them, you're allowed to mend them.
