OP, I think you are going about this wisely.
She doesn't have to have what everyone else has. She is 9, she's not making a career in photography yet!
The ADD is a big thing to take into consideration. $149 is a lot of money to a lot of people.
Keep an eye out for reconditioned cameras. There are reputable companies that do nothing but restore second hand cameras, you just have to find them. Ebay is a good place to check, but make sure you read all the fine print first.
Contact the seller if you are still not sure, and make sure you read all the seller's feedback. I can't stress this strongly enough.

It’s the same kind that she has. Similar layout. So even if it has sound it’s probably very low. I scoured Amazon and every camera in this price range has this look.

I’m in the same boat. 8 year old with adhd and she says her friends all bring cameras to day camp? When did the kids start doing this? I have my camera from 10 years ago that I’m considering giving her. It was a great camera then and I don’t think cameras have changed much since.
