Is it possible to have ABA services there and to use it to help him with social skills in the natural environment? That way he would get the support in the environment he needs it in most rather than leaving it. If that's not possible then I agree pulling him out may be your best option.

Do you know who the main bully is?
Try inviting that boy to join you on an outing to ice cream and pizza shop.
Send DS to camp with a bag of treats to give out to the other kids.
Often bribery works.
