My daughter is struggling in school. She reads sight words but has significant difficulty reading harder words. She hates reading and is below age level. Hebrew reading is slow and laborious.
Her teachers tell me spaces out in class. She hated school thus year, so not sure how seriously to take that. She doesn't appear spacy in real life. She's pretty on the ball but definitely has some executive functioning challenges.
I got her evaluated- they told me she has multiple weak areas but doesn't qualify for anything.
Any ideas?

Shes 10 years old, going into 5th
Has a lot of difficulty with memorizing and terrible spelling - I see that can come along with dyslexia

How old is she? Do get her evaluated for dyslexia. That could very well be the problem.
Does she have anything that she's especially interested in? Horses, rainbows, hobbies? Find books for her that are specifically about what she likes. Don't force the books on her, just tell her that she can read them if she wants to.

Sounds like dyslexia, but with proper intervention, tutoring, etc- she should be fine

Board of ed in N.Y. does not test for dyslexia. It's a huge incomprehensible hole in an otherwise relatively robust special ed system.
Based on what you describe, I'd want a private evaluation. If she is diagnosed with a learning disability that the DOE missed, they may need to reimburse you, but that's out of my scope of experience.
