In which rooms of an apartment is an AC most necessary?
Should a safe room have one, if it won't be used as a bedroom?

We put one in our livingroom/dinning room area and in our bedrooms.
We did not put one in our mamad, its not used enough, in my opinion.

Start with bedrooms and living room, if you need more units you can always add them. But it really depends on your use.

In order of preference:

Living/dining room
Kitchen
Master bedroom
(Home office if relevent)
Other bedrooms

Put a good wall or ceiling fan in any room that doesn't have an air conditioner.

Imo bedroom a/c come before kitchen and after dining/living room. Ive spent summer vacation in Israel several times and it was unbearable at night without a.c. in the bedrooms.

That mainly depends where in the country you are located. Around the Jerusalem area you rarely need air conditioning at night, especially if there is a good fan. Without a fan it can be harder.

Other areas of the country have different climates and there it can be important at night as well.

Living room first and foremost. Then the bedrooms, especially any you can't put a ceiling fan in (but definitely put in a ceiling fan in any bedrooms you can). If the mamad won't be used as a bedroom, don't bother with an ac (can you even put one in a mamad? How would the piping go through the walls?)
