Check Amazon for "car accessories". You'll find tons of ideas.
Not really a present, but something practical, is to make sure that she has a fully stocked road safety kit. First aid, flares, blanket, extra water, granola bars, etc.
Make sure to get her something fun and pretty, and then get the survival stuff "just because." No one likes to get a practical item like that as a "gift".

Just because someone gets their driver's liscense doesn't necessarily mean they plan on buying a car right away. They might just want their DL just in case, so they can rent a car once a month, or maybe they decided to utilize summer vacation to get their DL but won't have the money to buy a car until they graduate and get a job, etc.
So I'd check whether they plan on getting a car before buying a car accessory.
