Based on this, probably the way to do it is to pour 1 cup of liquid to the bottom of the instant pot, place trivet inside and add chicken legs on top. Pour the onion and garlic over the chicken. Secure lid on the instant pot and make sure the vent is set to sealed.
Pressure cook on high for 15 minutes.
Allow the pressure to release naturally for 5 minutes, then turn the valve to venting to release any remaining steam.
Test chicken temperature with meat thermometer.
