4 year old provokes 7 year old, touching him chasing him or teasing him until 7 year old finally smacks or pushes him.

Don't allow it to escalate. 4 year old provokes and is put in time out.

Remove the 4 year old when it starts. It's not fair for the 7 year old to have to put up with that, and it's natural for a child to put an end to it in the way they know how by pushing or hitting.

I always tell my child that they should tell me straight away and I will deal with it. If they hit back they will also get a consequence. I want my child to learn to say, don't hit me.
