No. Not hitting a child, ever.
2-3 year olds aren't easy, but there's a reason for their behavior. 2 year olds are just learning the limits, and 3 year olds are testing the limits. It means they do naughty things, and often. But they're just learning that their behavior is naughty and that there are repercussions for that behavior. The repercussions should be behavioral, not physical: a cooling off period till the moment has past and the negative behavior has stopped, and then a calm discussion (I repeat, a discussion, between you and the child, not a one-sided "talking to") about what the behavior was, why it is unacceptable, how it made other people feel, the importance of not repeating the behavior, and ending with a reassurance of your love.
Hitting your child achieves none of that.

never hit my kids and they learned quickly not to run in the street, cross only holding onto an adult's hand/stroller. If they didn't cooperate, they got picked up or put in the stroller, which is not what a toddler looking for independence wants.
