Parking in Boston and Cambridge is difficult just as it is in most north east cities. If you are planning trips outside of Boston or Cambridge, a car is useful. There is pretty good mass transportation if you are doing the tourist stuff in the city centers.

You could also potentially consider Zipcar.
Plan all the places where you'll want to go, then it will be easier to figure. If it's limited to Boston and Cambridge, you might be fine with public transportation (T, bus). There are also bikes for rent.

The T system is pretty good and as mentioned you should be fine if your downtown.
Although certain areas you might find Uber helpful if the T or bus seems not so direct.
No need for a rental, you'll pay too much for parking.
Whenever we'd go in for a day we'd drive to the nearest train station and take the T downtown.
