I have no idea. It's been at least 20 years since I've heard of people doing that. Most owners these days want to cash out the equity so they can reinvest it right away. That's certainly the safer and wiser option.
Usually RTO happens when the owner wants to let a long time tenant take over, and they are close friends or relatives. Figuring capital gains tax can be tricky, and you'll definitely need a broker to make it official. Do NOT do this on a handshake!

I work in the legal field and there are a LOT of scams that claim to do this and then take all your money. Be very careful and don't sign anything that sounds too good to be true.
