I don’t know if it IS, but it certainly CAN BE, assuming you believe the claims. And if you don’t you wouldn’t be giving, right?

As long as a person is struggling financially you can use maaser to buy things for them.(psak given to me by my Lakewood Rav)

There is a difference between giving a gift for social reasons and helping someone in need. It's often better to supply specific things rather than to give money that might get misspent.

I was told I can use maaser to buy things for someone struggling financially, as long as the items were considered “necessities”
Food, clothing, etc
But not for example, a spa certificate or something just to “cheer them up”
But that’s what I was told by my own rav, so AYLOR

The first 10% of your income you give to tzedaka is maasar. So of course it’s maaser. Unless you already gave 10% and then you are giving extra tzedaka. I’m not sure I understand the question ?

That's funny, because I was told by my Rav you can also buy special things to 'cheer them up' as long as they're financially suffering. "Eilu v'eilu"
