Are there any gemachs in your area? The 'gowns' for that age are usually knee length and look adorable with short socks and dressy shoes. If you're not bound by color you'll have options and won't need to spend a lot.
Are there any other nieces coming to this wedding. If any of them are getting from a gemach or rental maybe they can get matching for your daughter.

My daughter that age wore a stunning Nellie Stella tulle very short poofy dress. She looked totally precious. I would actually sell it if you’re interested in black.

Def a little poufy dress and poufy socks and mary janes! Esp a girl after all those boys lol. A pretty stretchy is fine for a real baby but not your toddler. Yes impractical but it's a wedding!!! Think of the adorable shots you can get. (See if the photographer is not doing anything for a moment and can take some shots of her and the other kids by the kalla's area - so worth it!)
If the wedding isn't for awhile, you can wait a bit till the "holiday" clothing comes out. Even Childrens place will have things that will work.
Good idea to have a backup outfit if possible and bring something comfy for her to change into and go to sleep in after.
My baby was this age by my daughter's wedding. I put her in short sleeve shell and socks and leggings before, then pulled off the leggings and put on her sleeveless dress just before pictures. Short sleeves and socks may be funny in the winter but you're inside and it's warm there. And it's probably not for so long anyways. Light colours are delicious but darker are more practical. Big bib for feeding her by kabalas panim (or pull off the dress again).
If the dress is really short then a matching ruffly diaper cover is a good idea.
